Re.: Support to the Children’s School Healthcare Project in Aceh

Dear Mr. Kiroyan,
Through this letter we would like the IABC to consider a donation to our Children’s School Healthcare Project in the sub-district of Lhoknga, Aceh. Allow me to briefly introduce our Foundation and its activities, and to zoom in on the specific children’s project.

Lambrineu Foundation
The Lambrineu Foundation was established in 2005, only a few months after the tsunami hit Aceh. The initiators were, among others, the Indonesian-Netherlands chambers of commerce in Jakarta (INA), the Belgium Rotary Club in Brussels, and several European private companies with roots in Indonesia. The Foundation Board consists of prominent members from Aceh and Indonesia, such as the former Minister for Human Rights (Mr. Hasballah M. Saad), the former Chairman of Muhammadiyah (Prof. Dr. Syafii Maarif), and the former ambassador of Indonesia to Australia (Mr. Sabam Siagian).

The goal of the Foundation is to provide social and economic support to the community of the Lhok Nga sub-district. For this it constructed a community home in the village of Lampaya, Lhoknga sub-district. Mr. Hans Nijhoff was appointed director of the community home after he gave up his position as market economist at Wageningen University in the Netherlands. He
provides management and expertise to the Foundation’s projects in Aceh.

Children’s School Healthcare Project
The social projects of Lambrineu entail the following activities. Our children centre in the community home provides trauma relief and kindergarten facilities that are operated in close coordination with UNICEF and the Ministry of Women Empowerment (KPP). Through a water supply project we aim at providing clean water to the community, by connecting approximately 500 homes to the water network and providing water to the remaining families through public
taps. Finally, our community home houses a medical and dental clinic to serve the great need for medical services in the project area.

Related to the medical and dental clinic and in close consultation with our medical doctor (Mrs. Julinar) and dentist (Mr. Safri), Lambrineu would like to propose a specific healthcare project aimed at children. Our needs assessment produced one main conclusion: healthcare projects from NGOs presently focus on children aged between 0-5 years only, while children with the age between 6-11 years old are left out of international support entirely. Before the tsunami hit the area, both the doctor and dentist were involved in a program where children were regularly checked at school; the so-called school-doctor system. In their opinion, this highly effective and sustainable system should be re-installed as soon as possible. Visiting children at school has the great advantage of reaching all children without exclusion, of teaching them on prevention methods, and of ensuring on-going and regular check-ups.

Reach and project costs
The Lhoknga sub-district has 11 schools, with each approximately 120 children between 6 and 12 years old. This means that this project aims at reaching 1,320 children in total. The doctor and dentist will visit each school once per month, which is considered an intensive end very effective frequency. Besides teaching the children on prevention methods, both the dentist and doctor will do a monthly check-up on the children. Per school, the doctor and dentist both expect to have 20 ‘cases’ per month: children that are at that moment in need of medical or dental care. In the case of medical cases, half are serious and need to be treated in Lambrineu’s clinic, while the other half can receive medication on the spot. The proposed program expects the following reach and related budget per month.

Medicines are provided for free by the WHO, a close supporter of Lambrineu’s medical and dental project. Dental materials (fillings etc) will need to be purchased by the dentist and are included in the budget. Costs for man days are based on the monthly salary of the dentist or doctor (5,000,000.-) and an assistant or nurse (2,500,000.-), and on 24 working days per month. Man days are split by activity: activities B are time spent on treating young patients in the clinic (110 cases, 20 minutes each, is 37 hours or nearly 5 man days) (for dental double the cases). Activities C are related to visits made to the schools (11 schools, 2-3 schools per week or 2 days per week, resulting in 8 man days per month).

Project results and requested funding
In other words, besides providing informative prevention services and medical check-ups to 1,320 children on a monthly basis, the budget of this program includes full medical treatment of these children when this is required. (it is expected that the number of cases in need of treatment will reduce over time, and in the budget Lambrineu calculated using an expected average number of cases.

Lambrineu would kindly ask the Indonesia-Australia Business Association (IABC) for a donation of 191 million Rp. in order to ensure a one-and-a-half year health program for the children of Lhoknga.
